Bài viết phân tích sự chuyển dịch chính sách thương mại Hoa Kỳ trong cạnh tranh chiến lược giai đoạn 2018-7/2026, tập trung vào ba phương diện: mục tiêu chính sách, cơ chế phối hợp công cụ và phạm vi điều chỉnh. Nghiên cứu sử dụng phương pháp phân tích định tính đối với 20 văn bản chính sách liên bang, được mã hóa theo ba phương diện của khung phân tích để so sánh chính sách của Donald Trump (nhiệm kỳ thứ nhất), Joe Biden và Donald Trump (nhiệm kỳ thứ hai). Kết quả cho thấy các công cụ bảo hộ không bị thay thế mà được tái chức năng hóa và tích hợp với chính sách công nghiệp, công nghệ và đầu tư, qua đó hình thành một kiến trúc chính sách kinh tế - an ninh phục vụ cạnh tranh chiến lược. Ba chính quyền phản ánh các nấc phát triển kế tiếp của cùng một quá trình, khác biệt chủ yếu ở mức độ thể chế hóa và cơ chế phối hợp công cụ. Trên cơ sở đó, nghiên cứu xây dựng khung phân tích về quá trình chuyển dịch và tái định vị vai trò của các công cụ bảo hộ trong kiến trúc chính sách kinh tế - an ninh tích hợp, đồng thời gợi mở một số hàm ý chính sách đối với Việt Nam.
