Abstract
In recent years, the Government has been making efforts to implement public administration and institution reforms in order to bring national growth in a sustainable manner, in line with the trend of global economic integration. On January 6, 2010, the Prime Minister issued Decision No. 23/QD-TTg approving the Project on rural trade development in the 2010-2015 period and orientations to 2020. The project mentions a lot of general issues, in order to build a synchronous and sustainable development process for rural trade. However, the current system of domestic trade development policies has not yet exploited and promoted all the resources to carry out that determination. In order to exploit and seize opportunities, while overcoming challenges and limiting risks and become a mandatory requirement for Vietnam, it is necessary to improve and innovate domestic trade development policies ingeneral and rural trade policies in particular quickly and effectively. This issue has been attracting the attention of many researchers.
